H&WB's target is aimed towards the unprecedented opportunities in the promotion and development of alternative energy sources; in clean liquid fuels, biofuels, including petrochemicals, and their entire value chain.

The Philippines has been predominantly reliant on energy imports to supply its energy requirements. In 2004, the country imported approximately 100.3 million barrels of fuel oil equivalent (MMBFOE) of oil and oil products, and 22 MMBFOE of coal, which provide for 54% of the overall energy demand. The numbers are expected to rise steeply in the coming years with imported fuels playing a critical role in the country’s future energy needs. In response to the crippling effects of energy shortage, H&WB aggressively invigorates public-private partnerships in harnessing investments in alternative energy, more so, in clean fuels and their technologies.

Thus, the management of H&WB is uniquely geared with its Mission: "To pursue the development of clean and reliable alternative energy sources, deploy cutting-edge technologies, and prosper within the noble standards of service and integrity."


Business of the Company

H&WB is the project proponent and developer of the first and only coal hybrid liquefaction plant in the Philippines, even in the world, drawn from the proprietary technology of Headwaters. The plant integrates a direct coal liquefaction unit (DCL), a coal- gasification and syngas cleaning unit, a Fischer Tropsch synthesis unit (FT) and a power block. DCL and FT units will produce about 60,000 barrels per day of liquid fuels. These products will be blended together with minimum downstream refining to meet the required fuel specifications.

President
A hardworking technocrat, yet visionary, with rich experience in promoting and assembling energy and power related projects. He completed training in energy projects' development, infrastructure development, financial engineering, BOO and BOT schemes, in Washington, D.C., on a Thomas Jefferson Scholarship program. He graduated with Bachelor of Arts and Bachelor of Laws from the University of the Philippines.

Cindy Cisneros-Tiangco, Ph.D.

She is a registered electrical engineer (BSEE cum laude), has a Master of Engineering degree in Energy Technology (Renewable Sources of Energy) from the Asian Institute of Technology, Bangkok, Thailand, and a Doctor of Philosophy (Mechanical Engineering) from the University of New South Wales, Sydney, Australia.

Salvador B. Belaro, Jr., Esq.
Vice President for Corporate and Legal Affairs
He holds a Law degree from the University of the Philippines and Master of Laws, with specialization in international trade and cross-border transactions, from Cornell Law School, Ithaca, New York. He is a member of the Philippines, New York State, and the American Bar Associations. He is also a member of Pi Gamma Mu and Phi Kappa Phi International Honor Societies. He is a registered Patent Attorney and has a strong practice in Intellectual Property, Corporation, Litigation, International Law, and Taxation.

Vice President for Business Development
He holds a Bachelor of Arts in Economics, Cum Laude, elected to the Phi Kappa Phi International Honor Society and Pi Gamma Mu International Honor Society, a Diploma in Industrial Relations, both from the University of the Philippines, a Master in Development Management from the Asian Institute of Management, and is a candidate for a Doctor in Business Administration (completed academic requirements) from De La Salle University.
